Kwale County Spatial Plan process endorsed by the executive
The preparation of a County Spatial Plan is a requirement under the County Government Act, 2012 which requires that all County Governments in Kenya should prepare and implement GIS – based County Spatial Plans. The Spatial Plans should be prepared within the existing legal and policy frameworks - the County Government Act 2012, the Urban Areas & Cities Act & the Physical Planning Act (Cap 286) and policies such as Sustainable Development Goals, Kenya Vision 2030, National Spatial Plan, The National Land Policy and the National Urban Development Policy.
WWF – Kenya supported an advocacy meeting to sensitize County executive committee members in Kwale on the Spatial planning process, benefits of spatial plans and the roles the executive should play towards the achievement of the CSPs. The meeting was chaired by the County Secretary who reported that the plan is one of the flagship projects for the County Government and that the Governor is committed to having this plan developed and implemented to guide sustainable development in Kwale.

With an allocation of around Kes 21,000,000.00 for Spatial Planning this FY, the County Government has already advertised for Consultancy bids to support this process. The hired consultant will work under a hybrid system where the Kwale County Government and WWF – Kenya personnel will undertake some activities specified in a bilateral agreement to be signed by the two (2) parties. The consultant will package the deliverables from the Spatial Planning process into a CSP which meets the threshold by the National Land Commission.
A road map towards this process has been developed and the County has committed to ensure that the Kwale CSP is finalized and approved by the assembly within a record period of 12 Months. Some of the key actions from the roadmap have already been achieved by through an advertisement for consultancy bids, shortlisting firms to quote for the works and sourcing for space for the Kwale GIS lab.
